The meeting of the Hull Board of Selectmen was called to order at 7:40 pm on Tuesday evening, October 12, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.

Present:  John Reilly, Chairman; Gerard McLaughlin, Vice Chairman; Christopher Olivieri, Clerk; Leonard Hersch and Joan Meschino, Members.  Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.

MINUTES

MOVED-Hersch:   To approve the minutes of August 31 and September 1, 2004 as presented
SECOND-Olivieri
VOTE: Unanimous in favor

        A request from the Salt Water Club for use of Mariners Park for a Wellspring benefit on Saturday, October 17, 2004 with entertainment was overlooked at the last meeting.

MOVED-Hersch:   To approve the request of the Sale water Club for use of Mariners Park with entertainment.

VOTE: Unanimous in favor

7:30 pm Hull Municipal Light Board - re: Hull Wind II

        Pat Cannon, of the Hull Light Board and John MacLeod, Manager of the Hull Light Plant, appeared before the Board to discuss the wind turbine proposed to be sited on part of the sanitary landfill atop the capped portion.

        Cannon spoke about the recent meeting held with 40 or 50 persons from Hingham and the Rockaway section of Hull, and residents of Nantascot Place.  He said only a handful were in favor.

        Cannon said they have had discussions with the Weir River Estuary Committee, Audubon Society, and will follow up next Thursday with the Water Shed Committee, that includes members from Hull, Hingham and Cohasset.

        MacLeod said the Board presented a concept to the Weir River Estuary Committee of setting aside 10% of its green certificates each year, (worth about $20,000) that they receive for pollution credits) for the Committee to use toward protecting, preserving and beautifying the Weir River area..

        Three citizens spoke expressing serious concerns about the location of and effect of the turbine on the neighborhood in that area: Samantha Woods, Eric Bornheim and Dave Clinton, all of who reside near the landfill.

        Members expressed their interest in Hull having an additional wind turbine, but also said they want to be assured that it will not impact the neighborhood and that all questions are satisfied.  A suggestion was made that the turbine, that is 330' high, has not physically been seen, and that a visit to Madison, NY to view its turbine would be prudent.

        There is an article on the warrant for the upcoming Special Town meeting, Reilly said, and that is the first step in the process.

LICENSES

Unanimously approved a one-day all alcoholic license for October 23, 2005 from 7 pm to 1 am, October 24, 2004 to the Knights of Columbus, 440 Nantasket Avenue on a motion by Olivieri, seconded by Hersch.

8:30 pm Jim Gillis - re: Acknowledgement of Donation to Scholarship Fund

        The Chairman, as a courtesy, recognized Jim Gillis, President of the Hull Scholarship Fund earlier than the time of his appointment.

        Gillis said he had an important and pleasant task to perform, which was to recognize Andy Spinale and Justin Gould, operators of the Steamboat Wharf Marina at Nantasket Pier, who are hosting the second annual boat parade to benefit the scholarship fund.  Gillis said last year
8:00 pm Library Trustees - re: Article 8 - Special Town Meeting

        Gary Gilmore, Member of the Library Trustees and Dan Johnson, Director for the Hull Library, met with the Board to discuss Article 8 on the warrant of the Special Town Meeting to seek funds to enable a search for a library location nearer the center of Town of Hull.

        Dan Johnson said that the funds are to be used to provide cost estimates for designs for either the current library or a new library.  There is grant money available for studies and a portion for the construction or rehab of the library of a size estimated to be 12,513 sq. ft.  The Trustees are continuing to search for a location, Johnson said.

CORRESPONDENCE

Unanimously approved the request of Lori Newmyer, Executive Director of the Hull Lifesaving Museum for the Head of the Weir River Race on Saturday, October 16 behind the Town Barn at 2:00 pm, and other needs as stated in the letter dated September 28, 2004 on a motion by Olivieri, seconded by Meschino.

NEW BUSINESS

Unanimously approved the Town Manager contacting the bus company in regard to the cancellation of the bus run, on a motion by Hersch, seconded by Olivieri.

Hersch asked the Town Manager why the flooding from the street onto the resident's property at 35 Manomet Avenue has not been addressed and why the drain has not been cleaned.  McCabe explained that the problem is not the drain but the slope of the roadway which is a much more difficult matter to handle.  Drainage is a town-wide problem that McCabe said would need to be addressed. the reporter, Rod Young requested a copy of the submission by the Board to the Division of Human Resources citing the reason for not appointing the applicant with the highest score to the position of Hull Police Chief.  Town Counsel informed him that the document is a public record, but it is the Division of Human Resources that would release the document/

MOVED-Olivieri: To go into executive session to discuss disposition of real property and not to reopen in public in public session

        The Board moved into executive session at 9:16 pm and thereafter adjourned.
